WHATSAPP BUSINESS API

WhatsApp Business API UK: Pricing & Rules Explained

What the API actually does, what Meta charges and which rules matter. A practical UK guide from ChitChatBot.ai, a Verified Meta Tech Partner.

What is the WhatsApp Business API?

The WhatsApp Business API, now commonly called the WhatsApp Business Platform, lets business software send and receive WhatsApp messages. It connects WhatsApp to shared inboxes, AI agents, CRM systems and automated workflows. It is not a separate chat app and does not give you permission to message anyone whose number you have.

For a UK small business, that can mean answering incoming enquiries, qualifying leads, confirming appointments and handing conversations to staff without relying on one person’s phone.

ChitChatBot.ai is a Verified Meta Tech Partner. We help businesses connect the platform, build useful conversations and manage the operational work around them. Meta still controls message policies, account eligibility and template approval. Partner status is not a way around those rules.

Pricing and policies in this guide were checked on 7 October 2026. That date matters: Meta changed its charging rules on 1 October 2026, and older articles can now give you the wrong budget.

WhatsApp Business App versus WhatsApp Business API

An API is simply a way for software systems to communicate. Instead of a staff member copying a chat into a spreadsheet, a configured integration can store the enquiry and route it automatically.

You do not necessarily need a developer to use it. A platform such as ChitChatBot provides the interface for designing and operating the conversations.

You do need a suitable business account, number setup, payment arrangements where required and a process for responding when automation cannot help.

WhatsApp API pricing in the UK: the short answer

Meta charges per delivered business-to-user message, with the rate depending on the category and the recipient’s phone-number market. Your platform or service provider may charge separately. From 1 October 2026, ordinary service replies are chargeable after the first 1,000 service messages per business number each month. Utility templates are chargeable even inside the 24-hour customer service window, unless another qualifying exemption applies.

Incoming customer messages are not charged by Meta. “Per delivered message” means a message that is not delivered does not incur that Meta delivery charge; check separately how your provider meters its own service.

Being a UK business does not make every recipient a UK-priced recipient. Meta uses the recipient’s country calling code to determine the market.

Current UK Meta message rates

The following are GBP list rates for recipients in the United Kingdom, from Meta’s rate card effective 1 October 2026, checked on 7 October. They exclude platform charges, applicable taxes and any separately billed AI services.

Message categoryMeta list price per delivered messageEquivalent per 1,000 charged messages
Marketing template£0.0458 — 4.58p£45.80
Utility template£0.0159 — 1.59p£15.90
Authentication template£0.0159 — 1.59p£15.90
Service reply£0.0159 — 1.59p after the monthly free tier£15.90

Utility and authentication volume tiers can affect the relevant price at higher volumes. The service free tier is 1,000 messages per business phone number per month, not 1,000 conversations, contacts or template messages. Unused allowance does not roll over.

Meta also has a distinct Meta Business Agent non-template message category, priced on token consumption. That is not the ordinary service-message category used just because a third-party AI agent replies. Do not confuse Meta’s own agent pricing with the AI costs of your chosen platform.

Check the current rate card and your actual billing currency before launch. Rates can change.

The October 2026 change you should not miss

Many older guides say “all service replies are free” or “utility templates are free inside 24 hours.”

Neither is a safe blanket statement under the rules effective 1 October 2026.

The 24-hour window is primarily a rule about which message format you can send. A separate set of rules determines what you pay.

For ordinary service replies, you get the monthly free tier, then Meta charges. For utility templates, the old in-window exemption has ended.

Make sure a payment method or appropriate provider credit arrangement is in place. Meta’s documentation states that without a payment method, service messages can stop being delivered after the free tier is exhausted.

Getting this wrong can affect delivery as well as the invoice.

A worked WhatsApp budget for a UK SME

Suppose one business number sends the following in a month to UK recipients:

  • 3,000 delivered ordinary service replies.
  • 500 delivered utility templates.
  • 200 delivered marketing templates.

Assume these messages are not in a qualifying free-entry-point window, there are no other service messages on the number, and the listed rates apply without volume discounts.

Message groupCalculationMeta charge
Service replies2,000 charged after 1,000 free × £0.0159£31.80
Utility templates500 × £0.0159£7.95
Marketing templates200 × £0.0458£9.16
Total Meta message chargesBefore platform fees and taxes£48.91

That is not your all-in WhatsApp budget. Add the platform subscription, any provider message fees, AI usage, implementation, staff handling and advertising.

An ad campaign’s media spend is separate even when some resulting messages qualify for a Meta messaging exemption.

The important forecasting unit is messages delivered by category. A single lead may receive eight replies and two templates, so a forecast based only on the number of contacts can substantially undercount usage.

The 24-hour customer service window, in plain English

When a customer messages your business, a 24-hour customer service window opens. Each new customer message resets it.

During that window, you can send appropriate free-form replies: ordinary text, supported media or other non-template message types.

Outside the window, you need an approved message template to send a message.

An example:

  1. A customer asks about an appointment at 10:00 on Monday.
  2. You can reply with ordinary messages while the window remains open.
  3. They message again at 16:00 on Monday.
  4. The window now runs from that latest customer message.
  5. If you contact them after it expires, use a suitable approved template.

A business reply does not reset the window. Sending a template does not, by itself, reopen free-form messaging. A new customer message does.

This is why timing should be part of the workflow rather than left to a staff member’s memory.

What about click-to-WhatsApp ads?

Qualifying ad entry points can open a separate free-entry-point window when the customer messages and the business responds within the required time.

Meta’s current pricing documentation says this window may remain open for up to seven days. Ordinary marketing, utility, authentication and service messages within an applicable free-entry-point window are not charged by Meta; Meta Business Agent messages remain charged.

Do not assume an old article’s fixed 72-hour description applies to every current setup. Check the current eligibility, recorded window and provider implementation.

The billing exemption also does not remove message-format, consent or policy requirements. Free-form messages still depend on an open customer service window. Your ad spend and provider fees may still apply.

What is a message template?

A template is a pre-approved message format used for business-initiated contact or messages outside the customer service window.

It can contain permitted variables, such as a name, appointment date or order reference. It is not permission to put any content you like into those variables.

The three template categories are:

Utility

Messages connected to an existing transaction or request: an appointment confirmation, an order update or an account-related notification.

An illustrative appointment message:

Hi {{1}}, your appointment with Example Salon is confirmed for {{2}}. Reply if you need help changing it.

This is sample copy, not a pre-approved template.

Marketing

Promotions, offers and other messages whose purpose is marketing. Combining a transaction update with an unrelated discount can change the category.

Calling a message “utility” does not make it utility. Meta assesses the content and purpose.

Authentication

Identity-verification messages such as one-time passcodes, subject to the authentication template requirements.

How template approval works

Create the template with the right category, language, content and example variable values. Submit it through the supported interface. Meta reviews it and sets its status.

Only an approved, sendable template should be used. Templates can later be paused or disabled because of quality feedback or policy issues.

Common problems include:

  • A promotion submitted as utility.
  • Unclear variable examples.
  • Content that does not match the selected category.
  • Misleading or restricted offers.
  • Messages that recipients did not expect.

Our partner experience helps with configuration and submission. It does not guarantee approval, faster review or permanent deliverability.

Build a fallback. If a reminder template becomes unavailable, the workflow should alert your team rather than silently mark the reminder as sent.

Opt-in: a phone number is not permission

WhatsApp’s Business Messaging Policy requires the recipient to have provided their mobile number or username and given opt-in permission for subsequent messages or calls.

For marketing to UK individuals, you also need to consider PECR and UK GDPR. The rules depend on the recipient and purpose; a legitimate-interest argument under data protection law does not by itself override electronic-marketing requirements.

A clear, optional marketing opt-in might say:

Yes, send me WhatsApp updates and offers from Example Salon. I can opt out at any time.

That is an illustrative consent statement, not legal advice or a complete compliance process.

Useful practices include:

  1. Name the business and explain the kind of messages.
  2. Separate marketing permission from mandatory service steps.
  3. Do not use a pre-ticked consent box.
  4. Keep a record of the wording, source, time and preference.
  5. Make opting out straightforward.
  6. Apply opt-outs across the actual systems sending messages.

A customer asking one question is not blanket consent to an ongoing promotional campaign. A template being approved is not proof that the recipient has consented.

The UK “soft opt-in” has specific conditions and is not a general permission to message any existing contact. Get appropriate advice if you intend to rely on it.

What should a good WhatsApp workflow do?

Consider a UK home-services business receiving an enquiry:

“Do you cover Leeds? I need a quote for replacing a boiler.”

A configured ChitChatBot conversation can:

  • Answer from approved service information.
  • Ask for the postcode and type of job.
  • Capture contact details and stated urgency into custom fields.
  • Check service-area rules.
  • Route a qualified enquiry to the right team.
  • Trigger a configured booking or CRM action.
  • Escalate unclear or urgent situations.
  • Use an appropriate approved template for later contact when needed.

Each action needs configuration, permissions and error handling. Do not let the agent invent availability or claim a quote has been approved.

This is where the API becomes useful: not just putting AI replies on WhatsApp, but connecting the conversation to the next business step.

What Verified Meta Tech Partner status means for you

ChitChatBot.ai’s Verified Meta Tech Partner status supports our role in helping businesses implement Meta messaging products.

For the customer, the practical benefit is working with a team familiar with the account setup, messaging rules, conversation design and integration process.

It does not mean:

  • Your business automatically receives a verification badge.
  • Every industry or message is permitted.
  • You can bypass opt-in or templates.
  • Meta messaging is included free in every subscription.
  • Meta endorses every claim or campaign your business makes.

A credible partner explains the restrictions as clearly as the possibilities.

DIY or done for you?

DIY is sensible when you have a clear use case, a capable internal owner and time to maintain the configuration.

For serious lead-generation activity, the ChitChatBot done-for-you service can cover strategy, conversation design, data capture, CRM integration, handoff and ongoing optimisation within an agreed scope.

Our current pricing page lists DIY from $29 a month, with a paid $19.99 first month, and Growing done-for-you from $499 a month. These are USD platform/service starting prices, not GBP Meta message charges or all-inclusive campaign quotes. Check the separate usage and implementation costs.

If your team sends only a few manual messages and does not need integrations, the Business App may still be enough.

Frequently asked questions

Is the WhatsApp Business API free in the UK?

No blanket answer applies. Meta does not charge for incoming customer messages and provides certain outbound-message exemptions. Ordinary service replies now have a monthly free tier, after which charges apply. Platform, AI and service-provider fees can be separate.

Can AI respond on WhatsApp?

Yes, for permitted business use cases through a suitable implementation. Automation must respect messaging policies and provide clear escalation routes. It does not remove consent or template requirements.

Can I send a customer a message after 24 hours?

Use a suitable approved template, and ensure you have the required permission. A later customer reply can reopen the free-form customer service window.

Does ChitChatBot approve the templates?

We can help prepare and submit them. Meta controls approval and subsequent status.

Is a customer’s message one billable conversation?

Do not budget using the old conversation-based pricing model. Current Meta charges are message-based, with categories, rates and exemptions as described above.
